Why President rule in the State. What is its necessity ? ?

The imposition of President’s rule in the state has brought the focus back on Article 356 of the Constitution – used and misused for decades by successive governments irrespective of their political ideology.It explains the legal position on the controversial provision of the Constitution.



According to Article 356, President’s rule can be imposed in a state if a situation has arisen in which the government of the state cannot be carried on in accordance with the provisions of the Constitution.

Implications of President’s rule
Once President’s rule is imposed, the assembly ceases to function and the state comes under the Central government’s direct control. The assembly is generally kept in suspended animation. The powers of the state assembly become exerciser by or under the authority of Parliament. The executive power shifts from the council of ministers to the governor. Once imposed, President’s rule must be approved by Parliament within a period of two months. It can’t last for more than six months unless its extension is approved by Parliament.

Breakdown of constitutional machinery
The expression “breakdown of constitutional machinery” has not been defined in the Constitution. It can happen due to political reasons such as hung assembly, the government losing majority in the assembly, failure of any political grouping to form a government, defections and break-up of coalition or because of insurgency etc. Whatever may be the reason, the President has to be satisfied about of breakdown of constitutional machinery in the state.

Governor’s report On
Generally, the governor sends a report in this regard to the Centre and it’s his/her report that forms the basis for the Union Cabinet’s recommendation to the President for invoking Article 356 to impose President’s rule.However, the provision also says that the President can take such a decision even “otherwise” (i.e. even in the absence of governor’s report). But in any case, the President has to be satisfied that the constitutional machinery has broken down in the state.

Governor’s discretion
While sending a report to the Centre, the governor is not supposed to go by the advice of the state cabinet and is exercises his or her own discretion. On the contrary, the President has to go by the advice of the Union Cabinet. But he can seek clarifications from the council of ministers.


Deaths are increasing in Mumbai slums . .

The death rate is rapidly growing at Mumbai slum areas due to respiratory  diseases.A huge 89.6 % of people of slum areas die of respiratory diseases,by digestive infections.This was taken from survey of slums in Mumbai by International Institute for Population Sciences(IIPS).





The survey says that cold, cough,sensonal flu and diarrhea are main common 
diseases in all slum areas all over India,most of these slums do not have public hospitals nearby,if there then it looks like Death clubs with its maintainence

Why Deadly diseases strikes black people most ..

The most dangerous diseases are attracted by black people most in African countries.Due to infections of food, water, air they have been suffering with below diseases

  • Diabetes is 60% more common in black Americans than in white Americans. Blacks are up to 2.5 times more likely to suffer a limb amputation and up to 5.6 times more likely to suffer kidney disease than other people with diabetes.
  • African-Americans are three times more likely to die of asthma than white Americans.

  • Deaths from lung scarring -- sarcoidosis -- are 16 times more common among blacks than among whites. The disease recently killed former NFL star Reggie White at age 43.
  • Despite lower tobacco exposure, black men are 50% more likely than white men to get lung cancer.
  • Strokes kill 4 times more 35- to 54-year-old black Americans than white Americans. Blacks have nearly twice the first-time stroke risk of whites.
  • Blacks develop high blood pressure earlier in life -- and with much higher blood pressure levels -- than whites. Nearly 42% of black men and more than 45% of black women aged 20 and older have high blood pressure.
  • Cancer treatment is equally successful for all races. Yet black men have a 40% higher cancer death rate than white men. African-American women have a 20% higher cancer death rate than white women.

JRD Tata

JRD Tata was one of the most enterprising Indian entrepreneurs. He was a pioneer aviator and built one of the largest industrial houses of India. JRD Tata was born on July 29, 1904 in Paris. His mother was a French, while his father was Parsi. JRD's full name was Jehangir Ratanji Dadabhoy Tata and he was popularly known as Jeh to his friends. JRD's father Ratanji Dadabhoy Tata and Sri Jamsetji Tata shared their greatness from the same great-great-grandfather, Ervad Jamsheed Tata, a priest of Navsari.

JRD Tata was the second of four children. He was educated in France, Japan and England before being drafted into the French army for a mandatory one-year period. JRD wanted to extend his service in the forces but destiny had something else in store for him. By leaving the French army JRD's life was saved because shortly thereafter, the regiment in which he served was totally wiped out during an expedition in Morocco. JRD Tata joined Tata & Sons as an unpaid apprentice in 1925. He has great interest in flying. On February 10, 1929, JRD became the first Indian to pass the pilot's examination. With this distinctive honor of being India's first pilot, he was instrumental in giving wings to India by building Tata Airlines, which ultimately became Air India. His passion for flying was fulfilled with the formation of the Tata Aviation Service in 1932.

JRD was the trustee of Sir Dorabji Tata Trust from its inception in 1932, which remained under his wings for over half a century. Under his guidance, this Trust established Asia's first cancer hospital, the Tata Memorial Center for Cancer, Research and Treatment, Bombay, 1941. It also founded the Tata Institute of Social Sciences, 1936 (TISS), the Tata Institute of Fundamental Research, 1945 (TIFR), and the National Center for Performing Arts. In 1948, JRD Tata launched Air India International as India's first international airline. In 1953, the Indian Government appointed JRD as Chairman of Air-India and a director on the Board of Indian Airlines-a position JRD retained for 25-years. For his crowning achievements in Aviation, JRD was bestowed with the title of Honorary Air Commodore of India.

Dhirubhai Ambani - Indian Entrepreneur

Dhirubhai Ambani was the most enterprising Indian entrepreneur. His life journey is reminiscent of the rags to riches story. He is remembered as the one who rewrote Indian corporate history and built a truly global corporate group. Dhirubhai Ambani alias Dhirajlal Hirachand Ambani was born on December 28, 1932, at Chorwad, Gujarat, into a Modh family. His father was a school teacher. Dhirubhai Ambani started his entrepreneurial career by selling "bhajias" to pilgrims in Mount Girnar over the weekends.

After completing his matriculation at the age of 16, Dhirubhai moved to Aden, Yemen. He worked there as a gas-station attendant, and as a clerk in an oil company. He returned to India in 1958 with Rs 50,000 and set up a textile trading company. Assisted by his two sons, Mukesh and Anil, Dhiru Bhai Ambani built India's largest private sector company, Reliance India Limited, from a scratch. Over time his business has diversified into a core specialisation in petrochemicals with additional interests in telecommunications, information technology, energy, power, retail, textiles, infrastructure services, capital markets, and logistics.

Dhirubhai Ambani is credited with shaping India's equity culture, attracting millions of retail investors in a market till then dominated by financial institutions. Dhirubhai revolutionised capital markets. From nothing, he generated billions of rupees in wealth for those who put their trust in his companies. His efforts helped create an 'equity cult' in the Indian capital market. With innovative instruments like the convertible debenture, Reliance quickly became a favorite of the stock market in the 1980s. In 1992, Reliance became the first Indian company to raise money in global markets, its high credit-taking in international markets limited only by India's sovereign rating. Reliance also became the first Indian company to feature in Forbes 500 list.

Dr Shanti Swaroop Bhatnagar


Dr Shanti Swaroop Bhatnagar was a distinguished Indian scientist. He was born on 21 February 1894 at Shahpur, which is located in Pakistan in present times. His father passed away sometime after the birth of Shanti Swarup Bhatnagar. As such, he spent his childhood days with his maternal grandfather who was an engineer and it was here that he developed an interest in science and engineering. As a child, Bhatnagar loved to construct mechanical toys. In the home of his maternal family, he also developed an interest in writing poetry and his one act play in Urdu 'Karamati' won the first prize in a competition. After completing his master's in India, Shanti Swaroop Bhatnagar headed to England for a research fellowship. Here he got his D. Sc degree from the London University in the year 1921. When he came back to his native country, Bhatnagar was presented with a proposal of professorship at the renowned Benaras Hindu University. Dr Bhatnagar was knighted by the British Government in the year 1941 as an award for his research in science, whereas, on 18 March 1943 he was selected as fellow of the Royal Society. Though his area of interest included emulsions, colloids, and industrial chemistry, but his primary contributions were in the spheres of magneto-chemistry. He also made a melodious kulgeet i.e. University song, which is still sung with great pride before any function in his university.

Srinivasa Ramanujan - Great Mathematician

Srinivasa Ramanujan was a mathematician par excellence. He is widely believed to be the greatest mathematician of the 20th Century. Srinivasa Ramanujan made significant contribution to the analytical theory of numbers and worked on elliptic functions, continued fractions, and infinite series. Srinivasa Aiyangar Ramanujan was born on December 22, 1887 in Erode, Tamil Nadu. His father worked in Kumbakonam as a clerk in a cloth merchant's shop. At the of five Ramanujan went to primary school in Kumbakonam. In 1898 at age 10, he entered the Town High School in Kumbakonam. At the age of eleven he was lent books on advanced trigonometry written by S. L. Loney by two lodgers at his home who studied at the Government college. He mastered them by the age of thirteen. Ramanujan was a bright student, winning academic prizes in high school.

At age of 16 his life took a decisive turn after he obtained a book titled" A Synopsis of Elementary Results in Pure and Applied Mathematics". The book was simply a compilation of thousands of mathematical results, most set down with little or no indication of proof. The book generated Ramanujan's interest in mathematics and he worked through the book's results and beyond. By 1904 Ramanujan had begun to undertake deep research. He investigated the series (1/n) and calculated Euler's constant to 15 decimal places. He began to study the Bernoulli numbers, although this was entirely his own independent discovery. He was given a scholarship to the Government College in Kumbakonam which he entered in 1904. But he neglected his other subjects at the cost of mathematics and failed in college examination. He dropped out of the college. Ramanujan lived off the charity of friends, filling notebooks with mathematical discoveries and seeking patrons to support his work. In 1906 Ramanujan went to Madras where he entered Pachaiyappa's College. His aim was to pass the First Arts examination which would allow him to be admitted to the University of Madras. Continuing his mathematical work Ramanujan studied continued fractions and divergent series in 1908. At this stage he became seriously ill again and underwent an operation in April 1909 after which he took him some considerable time to recover.

On 14 July 1909 Ramanujan marry a ten year old girl S Janaki Ammal. During this period Ramanujan had his first paper published, a 17-page work on Bernoulli numbers that appeared in 1911 in the Journal of the Indian Mathematical Society. In 191,1 Ramanujan approached the founder of the Indian Mathematical Society for advice on a job. He got the job of clerk at the Madras Port Trust with the help of Indian mathematician Ramachandra Rao. The professor of civil engineering at the Madras Engineering College C L T Griffith was interested in Ramanujan's abilities and, having been educated at University College London, knew the professor of mathematics there, namely M J M Hill. He wrote to Hill on 12 November 1912 sending some of Ramanujan's work and a copy of his 1911 paper on Bernoulli numbers. Hill replied in a fairly encouraging way but showed that he had failed to understand Ramanujan's results on divergent series.

 In January 1913 Ramanujan wrote to G H Hardy having seen a copy of his 1910 book Orders of infinity. Hardy, together with Littlewood, studied the long list of unproved theorems which Ramanujan enclosed with his letter. Hardy wrote back to Ramanujan and evinced interest in his work. University of Madras gave Ramanujan a scholarship in May 1913 for two years and, in 1914, Hardy brought Ramanujan to Trinity College, Cambridge, to begin an extraordinary collaboration. Right from the start Ramanujan's collaboration with Hardy led to important results. In a joint paper with Hardy, Ramanujan gave an asymptotic formula for p(n). It had the remarkable property that it appeared to give the correct value of p(n), and this was later proved by Rademacher.
